Citizenship by naturalisation requires: (i) holding a long-term residence permit or the right of permanent residence; (ii) at least 8 years residence in Estonia on the basis of a residence permit or right of residence, incl. at least the last 5 years on a permanent basis; plus registered address, Estonian language proficiency, knowledge exam (Constitution + Citizenship Act), permanent legal income, loyalty and oath. The application must also generally include proof of release from prior citizenship (or statelessness), with a specific exception for some applicants granted international protection who cannot renounce.
