Notes
Naturalisation is available (generally from age 15) if the person has independently/habitually lived in Latvia for the last 5 years while holding the required permanent residence status: EU/EEA/Swiss citizens must hold a permanent residence permit of an EU citizen for 5 years; other nationals must hold a Latvian permanent residence permit for 5 years. The applicant must know Latvian and pass knowledge tests (anthem text, basics of history/culture, and Constitution basics), and must have a legal source of maintenance. Criminal/security/financial restrictions apply (including Citizenship Law Section 11 restrictions). Applications may be submitted remotely (official e-address / e-signed email) or by mail/in person to OCMA/PMLP territorial units; procedure is governed by Cabinet Regulation No. 1001.

Notes for dual citizenship
Latvia allows dual citizenship only in specific cases. For naturalisation, if the applicant does not have citizenship of the permitted set, a document proving refusal/renunciation of the current citizenship is required before the final solemn declaration stage.
