Constitutional baseline: 5 years continuous residence for naturalisation; reduced to 3 years for applicants married to a Panamanian citizen or with children born in Panama to a Panamanian parent. A reciprocity pathway exists for nationals by birth of Spain or Latin American countries under reciprocity rules (Migración publishes an official list with 1–3 years of permanent residence for specific countries). In practice, Migración’s official requirement lists are built around holding a “Carné de Residente Permanente” and proving the relevant years of (permanent) residence. The process is lawyer-led: “Poder y Solicitud” are prepared by an attorney (addressed to the President) and the supporting documentation is directed to the Servicio Nacional de Migración (Departamento de Naturalización); applicants may also need a basic knowledge exam administered by the Tribunal Electoral, with defined exemptions.

Notes for dual citizenship
For naturalisation, the Constitution requires an express renunciation of prior citizenship as part of the naturalisation request (Art. 10(1)), and nationality acquired by naturalisation can be lost, including by acquiring a foreign nationality (Art. 13). Because rules differ for Panamanians by birth versus naturalised citizens, dual citizenship is best treated as conditional at the country level; for naturalised citizens it is generally not permitted and renunciation is required by Panama’s constitutional text.
