ICA eligibility for citizenship by registration is PR-based. Adult applicants (aged 21 and above) are eligible to apply after holding Singapore Permanent Resident (PR) status for at least 2 years. Other PR-based eligibility categories include: PR spouse of a Singapore citizen (married at least 2 years), PR students with >3 years residence (including at least 1 year as PR) meeting exam/IP conditions, and PR aged parents of Singapore citizens. ICA assesses applications holistically (e.g., family ties to Singaporeans, economic contributions, qualifications, age, family profile, and length of residency), so meeting the minimum eligibility does not guarantee approval. ICA also highlights National Service obligations for male applicants (relevant for some applicant profiles and for renunciation/retention scenarios).
